In February 1922 Gandhiji withdrew the movement because it was turning violent in places such as Chauri Chaura. He felt satyagrahis needed proper training before mass struggles.
- 1 mark
Many Congress leaders were tired of mass struggle and wanted to contest elections to the provincial councils created by the Government of India Act, 1919. They wanted to oppose British policies from inside the councils.

C. R. Das and Motilal Nehru formed the Swaraj Party to return to council politics. Younger leaders such as Jawaharlal Nehru and Subhas Chandra Bose wanted more radical agitation and full independence, so the movement lost unity.
