- 1 mark
(i) Human capital formation is the addition to the stock of human capital (the skills, knowledge and health of people) over a period of time.
- 3 marks
(ii) People migrate in search of better jobs and higher earnings; for example, engineers and doctors move to places with better opportunities. Migration has costs: transport, a higher cost of living in the new place and the psychic cost of adjusting to a new social setup. Because the higher earnings at the new place outweigh these costs, spending on migration raises the productive use of people's skills and is a source of human capital formation.
Answer: (i) Addition to the stock of human capital over time. (ii) Migration costs are an investment that lets skills earn more, so it builds human capital.
