Hints

Open one hint at a time and try again before the next.

Hint 1

Compare what a poor labourer and a rich farmer might want.

Hint 2

Think of examples where two groups want opposite things.

Hint 3

Consider the example of dams.

Step-by-step solution

Each step shows the marks it earns, as an examiner would award them. Checked by an independent re-solve from the question paper.

  1. Each person has different aspirations and desires, because development means different things to different people.

    1 mark
  2. For example, a landless rural labourer wants more days of work and better wages, good education for his children in a local school, no social discrimination, and a chance to become a leader in the village. Prosperous farmers of Punjab want high support prices for their crops and cheap labour so that they can earn high family incomes and settle their children abroad.

    1 mark
  3. A girl from a rich urban family wants freedom and opportunities equal to her brother's, and may study abroad. Goals can even conflict: industrialists want more dams for electricity, but tribals who would be displaced may oppose them and prefer small check dams. What is development for one may be destruction for another.

    1 mark

Answer: Development goals differ because people's aspirations differ, as the examples of the landless labourer, the Punjab farmer, the urban girl and the dam conflict show.

Where the marks are

  • People have different aspirations, so development means different things (1 mark)
  • Example of the landless labourer and/or the prosperous farmer (1 mark)
  • Example of the girl or the dam conflict; one person's development may harm another (1 mark)
