Step-by-step solution

Each step shows the marks it earns, as an examiner would award them. Checked by an independent re-solve from the question paper.

  1. Ownership and delivery: In the public sector the government owns most assets and provides the services. In the private sector, assets and service delivery are in the hands of private individuals or companies.

    1 mark
  2. Examples: Public sector: Indian Railways, BHEL. Private sector: TISCO, Reliance Industries (RIL).

    1 mark
  3. Motive and finance: The government raises money through taxes and other means to meet the cost of its services. Private firms are driven by the motive of earning profit.

    1 mark
  4. Cost and scale of activity: Government spends on a wide range of activities at low cost to users. Private firms will not supply services at a reasonable cost. Some activities need very large sums, such as roads, bridges, railways, harbours, power generation and irrigation. These are beyond the capacity of the private sector, so the government undertakes them.

    1 mark
  5. Coverage: Public sector services are meant for everyone, including the poor. Private sector firms cannot or will not serve everyone.

    1 mark

Answer: Public sector: government-owned, service motive, low-cost services for all, large projects. Private sector: privately owned, profit motive, costly services, limited coverage.
