Staffing: Steps, Importance and Sources of Recruitment (ISC Class 12 Commerce)

Updated 18 October 2026 · Fact-checked

Staffing is the function of filling and keeping filled the positions in an organisation with the right people. Its steps run from estimating manpower requirements, recruitment, selection, placement and orientation, training and development, appraisal, promotion to compensation. Recruitment searches for and stimulates applicants; its sources are internal (transfers, promotions) and external (advertisements, campus, agencies and others).

Understand Staffing: Steps, Importance and Sources of Recruitment

1. Meaning. Staffing is the managerial function of filling and keeping filled the positions in the organisation structure through manpower planning, recruitment, selection, placement, training, development, appraisal, promotion and compensation. It is continuous because people retire, resign, are promoted and the organisation grows.

2. Steps

1. Estimating manpower requirements (workload and workforce analysis).
2. Recruitment: attracting applicants.
3. Selection: choosing the best.
4. Placement and orientation (induction).
5. Training and development.
6. Performance appraisal.
7. Promotion and career planning.
8. Compensation (pay and benefits).

3. Importance

  • Obtains competent personnel for all jobs.
  • Right person in the right job gives higher performance.
  • Continuous survival and growth through succession planning.
  • Optimum use of human resources: avoids over- or under-staffing.
  • Improves job satisfaction and morale through fair rewards and growth.

4. Recruitment. The process of searching for prospective employees and stimulating them to apply for jobs in the organisation.

Internal sources: transfers (moving employees to similar jobs) and promotions (moving to higher posts). *Merits*: motivation, cheaper, known candidates, quick. *Demerits*: limited choice, no fresh talent, possible jealousy.

External sources: direct recruitment (notice at the gate), casual callers, advertisements (newspapers, websites), employment exchanges, placement agencies and management consultants, campus recruitment, recommendations of employees, labour contractors, web publishing (job portals). *Merits*: wider choice, fresh talent, qualified people, competition. *Demerits*: costly, time-consuming, may dissatisfy existing staff.

5. Estimating manpower (imaginary). A workload analysis shows 48,000 hours of work a year. One employee gives 2,000 hours a year. Staff needed = 48,000 / 2,000 = 24. With 20 on the rolls, 4 more are needed; if 2 are expected to retire, the number to recruit is 4 + 2 = 6.

Where students lose marks in Staffing: Steps, Importance and Sources of Recruitment

The slips examiners see most often, and what to write instead.

  • Mistake: Listing external sources under internal

Only transfers and promotions are internal.

    Wrong working

    Internal source: campus recruitment.

    Right working

Campus recruitment is an external source; internal sources are transfers and promotions.

    Usually costs: 1 mark.

  • Mistake: Forgetting retirements in a manpower sum

    Leavers must be replaced.

    Wrong working

    Recruit only the shortage.

    Right working

    Recruit shortage plus expected leavers.

Practice questions on Staffing: Steps, Importance and Sources of Recruitment

Write each answer on paper first. Open the hint only if you are stuck, and the answer only when you have finished.

  1. Q1 · 1 mark · Very short answerBoard level

Name the first step of staffing.

    Hint

    Forecast.

    Answer

    Estimating manpower requirements.

  2. Q2 · 2 marks · Short answerBoard level

State two merits of external sources of recruitment.

    Hint

    Choice and talent.

    Answer

They give a wider choice and fresh talent (also qualified people and competition).

  3. Q3 · 2 marks · Short answerHarder board level

Why is staffing described as a continuous function?

    Hint

    Answer

People retire, resign and are promoted and the organisation grows, so positions keep falling vacant and need to be filled.

  4. Q4 · 4 marks · Short answerHarder board level

A firm has 36,000 hours of work a year; each employee gives 1,800 hours. It has 15 employees and 3 will leave. Find the number to recruit.

    Hint

    Include leavers.

    Answer

    Staff needed = 36,000 / 1,800 = 20. Shortage = 20 - 15 = 5. Add 3 leavers: recruit 5 + 3 = 8.

  5. Q5 · 4 marks · Short answerHOTS / competency

A company always fills senior posts from within and has lost three good applicants from outside. Evaluate the policy.

    Hint

    Merits and demerits.

Internal filling motivates staff, is cheaper, quick and the candidates are known. But it limits choice, brings no fresh talent and can cause jealousy. A balanced policy would promote from within where suitable and use external sources when new skills are needed.
