The Partition of Bengal and the Swadeshi Movement (ISC Class 11 History)

Updated 17 October 2026 · Fact-checked

Lord Curzon announced the partition of Bengal in July 1905 and put it into effect on 16 October 1905, officially for administrative convenience but, in nationalist eyes, to weaken Bengal and divide it by religion. The reply was the Swadeshi and Boycott Movement, which brought mass politics, Indian enterprise and the rise of the Extremists, but lost momentum by 1908 and was never widely joined by Muslim peasants.

Follow the dates: the 1905 partition drew a quick Swadeshi reply of boycott and national education, which faded by 1908.

Understand The Partition of Bengal and the Swadeshi Movement

The partition. Announced in July 1905; effective 16 October 1905. Bengal (with Bihar and Orissa) was split into Bengal (western part with Bihar and Orissa) and a new province of Eastern Bengal and Assam with its capital at Dacca. Official reason: the Presidency, of about 78 million people, was too large to govern. Nationalists saw other motives: to weaken Bengal as the centre of nationalism (H. H. Risley wrote that "Bengal united is a power; Bengal divided will pull several different ways"); to divide Bengalis by religion (a Muslim-majority east, a Hindu-majority west); to make Bengalis a minority in the west among Hindi and Oriya speakers; and to win Muslim support.

The movement. Petitions and meetings of 1903-05 by moderate leaders such as Surendranath Banerjea failed. On 7 August 1905 a mass meeting at the Calcutta Town Hall passed the boycott resolution. On 16 October 1905 the day was observed as one of mourning: fasting, bathing in the Ganga and tying rakhis, an idea of Tagore, with "Amar Sonar Bangla" sung.

  • Boycott of British cloth and salt, bonfires and picketing.
  • Swadeshi enterprise: mills, soap and match factories, banks; V. O. Chidambaram Pillai founded the Swadeshi Steam Navigation Company in 1906.
  • National education: the National Council of Education (1906) and the Bengal National College with Aurobindo Ghosh as principal.
  • Samitis such as Ashwini Kumar Dutt's Swadesh Bandhab Samiti in Barisal; festivals, songs and theatre.
  • Spread to Maharashtra (Tilak), Punjab (Lajpat Rai, Ajit Singh) and Madras. The Calcutta Congress of 1906 under Dadabhai Naoroji declared Swaraj the goal.

Impact. Mass politics (students, women, professionals, some peasants and workers); a boost to Indian industry and a fall in cloth imports for a time; a cultural revival (Tagore, Abanindranath Tagore); rise of Extremists Lal, Bal, Pal and Aurobindo; the Surat split of 1907; revolutionary groups such as Anushilan Samiti and Jugantar (Khudiram Bose, 1908); repression (bans, the Carlyle circular, Tilak jailed in 1908), the Morley-Minto Reforms of 1909, and the annulment of the partition at the Delhi Durbar of December 1911, when the capital moved from Calcutta to Delhi.

Limits. Most Muslims, especially peasants of eastern Bengal, stayed away; Nawab Salimullah of Dacca supported partition; swadeshi goods were costlier, boycott sometimes meant social pressure, peasants' economic demands were not taken up, and by 1908 the movement declined under repression and the Surat split.
