Human Development Index: Dimensions and Construction (ISC Class 11 Economics)

Updated 17 October 2026 · Fact-checked

The Human Development Index (HDI) is a composite index of average achievement in three dimensions: a long and healthy life (life expectancy), knowledge (mean and expected years of schooling) and a decent standard of living (GNI per capita in PPP dollars). Each dimension index = (Actual - Minimum) / (Maximum - Minimum), with the income index on natural logarithms; HDI is the geometric mean (cube root of the product) of the three indices, between 0 and 1.

Each indicator becomes an index from 0 to 1, then HDI is their geometric mean, so a weak dimension cannot be fully offset by a strong one.

Understand Human Development Index: Dimensions, Dimension Indices and Construction

Human development. The process of enlarging people's choices: to lead a long and healthy life, to be educated and to enjoy a decent standard of living. Developed by Mahbub ul Haq with Amartya Sen; the UNDP publishes the HDI in its Human Development Report (since 1990).

KnowledgeMean years of schooling (adults 25+)015 years
Expected years of schooling (children)018 years
Decent standard of livingGNI per capita (PPP dollars)10075,000

Step 1: dimension indices. Dimension index = (Actual - Minimum) / (Maximum - Minimum).

  • Health index = (LE - 20) / 65.
  • Education index = average of MYS / 15 and EYS / 18.
  • Income index = (ln GNIpc - ln 100) / (ln 75,000 - ln 100). Logarithms reflect diminishing importance of extra income.

Step 2: HDI = (Health x Education x Income) to the power 1/3 (the geometric mean). A weak dimension cannot be fully compensated by a strong one.

Groups. Very high: 0.800 and above; high: 0.700-0.799; medium: 0.550-0.699; low: below 0.550.

Uses and limits. HDI adds health and education to income, but still ignores inequality, gender gaps, and sustainability (separate indices exist).

Arithmetic vs geometric mean. The arithmetic mean is never below the geometric mean, so a simple average gives a slightly higher value.

Example 3: Compute the HDI · 8 marks · Long answerHarder board level

A country has life expectancy 70.2 years, mean years of schooling 7, expected years of schooling 12, and GNI per capita $6,000 (PPP). Find the three dimension indices, the HDI and the group. (8 marks)

Try it first, then show the solutionSolution
  1. Health = (70.2 - 20)/65 = 50.2/65 = 0.772.
  2. Education = (7/15 + 12/18)/2 = (0.467 + 0.667)/2 = 0.567.
  3. Income = (ln 6,000 - ln 100)/(ln 75,000 - ln 100) = (8.6995 - 4.6052)/(11.2252 - 4.6052) = 4.0943/6.6200 = 0.618.
  4. Product = 0.772 x 0.567 x 0.618 = 0.2707; cube root = 0.647.
  5. 0.647 lies in 0.550-0.699: medium human development.

Answer: Indices 0.772, 0.567, 0.618; HDI = 0.647; medium human development.

Example 4: Compare countries · 7 marks · Long answerHarder board level

Country P: life expectancy 80, MYS 11, EYS 16, GNI 2,000. Find the HDI of each (use health 0.923, education 0.811, income 0.905 for P and health 0.615, education 0.383, income 0.453 for Q). State the group of each. Also find the HDI of Q by the simple (arithmetic) mean and compare. (7 marks)

Try it first, then show the solutionSolution
  1. P: product = 0.923 x 0.811 x 0.905 = 0.6774; cube root = 0.878 (very high).
  2. Q: product = 0.615 x 0.383 x 0.453 = 0.1067; cube root = 0.474 (low).
  3. Simple mean for Q = (0.615 + 0.383 + 0.453)/3 = 0.484, slightly above the geometric mean 0.474.
  4. Geometric mean penalises Q's weak education index.

Answer: HDI of P = 0.878 (very high); HDI of Q = 0.474 (low); the arithmetic mean gives 0.484 for Q, higher than the geometric mean.

Example 5: Which investment raises HDI most? · 6 marks · Long answerHOTS / competency

A country has health index 0.80, education index 0.57 and income index 0.66 (HDI = 0.670). Compare the effect on HDI of raising education from 0.57 to 0.67 with raising income from 0.66 to 0.76. Which is better, and why does the geometric mean reward balance? (6 marks)

Try it first, then show the solutionSolution
  1. Education raised: 0.80 x 0.67 x 0.66 = 0.35376; cube root = 0.7072.
  2. Income raised: 0.80 x 0.57 x 0.76 = 0.34656; cube root = 0.7024.
  3. Raising the lowest index (education) gives a bigger rise in HDI: 0.7072 against 0.7024.
  4. With a geometric mean, a given rise in a lower index raises the product by a larger percentage; balanced development is rewarded.

Answer: Education raised: HDI 0.707; income raised: HDI 0.702; improving the weakest dimension adds most.

Practice questions on Human Development Index: Dimensions, Dimension Indices and Construction

Write each answer on paper first. Open the hint only if you are stuck, and the answer only when you have finished.

  1. Q1 · 1 mark · MCQBoard level

The HDI is calculated as the:
    (a) arithmetic mean of three indices (b) geometric mean of three indices (c) sum of indicators (d) product of GDP and population

    Hint

    Cube root.

    Answer

    (b) geometric mean of three indices

  2. Q2 · 3 marks · Short answerBoard level

Find the health index for a life expectancy of 75 years and the education index for MYS 9 and EYS 13.5. (3 marks)

    Hint

    55/65; (0.6 + 0.75)/2.

    Answer

    Health = (75 - 20)/65 = 0.846. Education = (9/15 + 13.5/18)/2 = (0.6 + 0.75)/2 = 0.675.

  3. Q3 · 7 marks · Long answerHarder board level

A country has life expectancy 68 years, MYS 6 years, EYS 11 years and GNI per capita $4,500. Find the three indices and the HDI (ln 4,500 = 8.4118). (7 marks)

    Hint

    Income index = (8.4118 - 4.6052)/6.62.

    Answer

    Health = 48/65 = 0.738. Education = (6/15 + 11/18)/2 = (0.4 + 0.611)/2 = 0.506. Income = (8.4118 - 4.6052)/6.62 = 0.575. Product = 0.738 x 0.506 x 0.575 = 0.2147; HDI = cube root = 0.599. Medium human development.

  4. Q4 · 5 marks · Long answerHarder board level

Country X has per capita income twice that of country Y but the same life expectancy and the same schooling. Explain how their HDI values compare and what logarithms in the income index imply. Using GNI per capita of 5,000, compute both income indices (ln 10,000 = 9.2103; ln 5,000 = 8.5172). (5 marks)

    Hint

    Differences of logs.

    Answer

    Income index X = (9.2103 - 4.6052)/6.62 = 0.696; Y = (8.5172 - 4.6052)/6.62 = 0.591. Doubling income raises the index by only 0.105 (ln 2 / 6.62). The same life expectancy and schooling leave X's HDI only moderately higher; logarithms show diminishing importance of extra income.

  5. Q5 · 3 marks · Short answerHOTS / competency

A minister claims: "our HDI rank number is larger (worse) than our GNI per capita rank number, so we are doing well." Evaluate the claim using the meaning of HDI and income ranks. (3 marks)

    Hint

    Rank comparison.

    Answer

If the HDI rank number is larger (a worse position) than the income rank number, the country is not converting its income into health and education, so the claim is wrong. Doing well would mean an HDI rank better (a smaller rank number) than the income rank.
