Health, Education, Skilled Human Resources and Area Development (ICSE Class 8 Geography)

Updated 17 October 2026 · Draft, not yet fact-checked

Healthy and educated people work longer, earn more and adopt new skills, which turns a large population into human capital. Skilled workers have special training (doctors, engineers, electricians); unskilled workers do work needing little or no training (labourers, helpers). Skilled people raise productivity, as in IT and space science. An area develops through natural resources, human resources, infrastructure, capital, technology, policies and location.

Notice that health, education and training together turn people into human capital, which drives an area's development; skilled workers add the most.

Understand Health, Education, Skilled Workers and Development of an Area

1. Health. Healthy people can work longer and better, earn more and miss fewer days of work or school. Good health care lowers death rates, especially infant mortality, and raises life expectancy. Measures: hospitals and primary health centres, vaccination, clean water and sanitation, and nutrition programmes such as mid-day meals.

2. Education. Educated people can learn skills, use technology and take better-paid jobs; it spreads awareness of health, hygiene and rights; educated mothers tend to have healthier children and smaller families; it promotes innovation and active citizenship. India's literacy rate was about 74 per cent in 2011 (about 82 per cent for males and 65 per cent for females), a gender gap that girls' education schemes try to close. The Right of Children to Free and Compulsory Education Act, 2009 makes education a right for children aged 6 to 14. (The syllabus asks for health and education briefly.)

3. Skilled and unskilled human resources. *Skilled:* people with special knowledge, training or expertise, gained through education, training or experience: doctors, nurses, engineers, scientists, teachers, software developers, electricians, plumbers, mechanics and pilots; semi-skilled workers have some training (machine operators, drivers). *Unskilled:* people doing work that needs little or no formal training, mainly physical labour: construction labourers, head-load carriers, farm labourers, cleaners and helpers. Differences: training, wages (skilled usually earn more) and productivity. Unskilled workers can become skilled through vocational training, apprenticeships and skill development programmes such as the national Skill India mission. The syllabus asks for meaning and examples only.

4. Impact of skilled people on India's development. (1) Information technology: skilled engineers made Bengaluru and Hyderabad major IT centres, earning export income and creating millions of jobs. (2) Space and science: ISRO scientists have built satellites and missions at relatively low cost; Chandrayaan-3 landed near the Moon's south polar region in August 2023. (3) Health care: skilled doctors and nurses and Indian pharmaceutical companies supply affordable treatment and medicines. (4) Kerala: high literacy and good health are linked with long life expectancy and low infant mortality. (5) Agriculture: scientists developed high-yielding seeds in the Green Revolution. Socio-economic effects: higher income, less poverty, growth of industry and services, better health and education for the next generation.

5. Factors responsible for the development of an area. (1) Natural resources: soil, water, minerals, forests (Chota Nagpur Plateau). (2) Human resources. (3) Infrastructure: roads, railways, ports, electricity, internet. (4) Capital and investment. (5) Technology. (6) Government policies and governance. (7) Location and accessibility (Mumbai and Chennai grew as ports). (8) Social factors: peace, stability and an enterprising culture. An area rich in resources but poor in skills and infrastructure may stay underdeveloped, while one with few resources can prosper through skilled people and good infrastructure.

Health, Education, Skilled Workers and Development of an Area in real life

The idea, met in an everyday situation. Answer the question in your own words, then compare with the model answer. The one-line hook is what to remember.

Two towns with the same mine

Suppose Town M and Town N each have a rich iron-ore mine. Town M also has trained engineers, a railway and electricity; Town N has none of these.

Which town is likely to develop faster, and which factors explain it?

Try it first, then show the solutionSolution
  1. Town M has human resources (skilled engineers), infrastructure (railway, electricity) and natural resources.
  2. Town N has only natural resources.
  3. Hence Town M develops faster, because resources need skills and infrastructure to be used.

Answer: Town M, because of skilled people and infrastructure besides the mine.

Memory hook: Resources need people and roads.

Where students lose marks in Health, Education, Skilled Workers and Development of an Area

The slips examiners see most often, and what to write instead.

  • Mistake: Confusing literacy gap with ratio

The gap in percentage points is given as a ratio.

Do this: Subtract the two percentages: 82 - 65 = 17 percentage points.

    Usually costs: 1 mark.

  • Mistake: Using unskilled examples under skilled

Drivers or machine operators are placed wrongly.

Do this: Semi-skilled workers have some training; keep doctors, engineers and electricians as clear skilled examples.

    Usually costs: 1 mark.

  • Mistake: Listing factors without explanation

    Just words are written.

Do this: Give one line of explanation or example for each factor.

Usually costs: 1 to 2 marks.

  • Mistake: Writing the date of Chandrayaan-3 landing incorrectly

    An event date is guessed.

Do this: Use only: August 2023 near the Moon's south polar region.

    Usually costs: 1 mark.

  • Always link health and education to productivity and human capital.
  • Use example sectors (IT, space, health care, agriculture) to illustrate skilled people.
  • In development questions, give both natural and human factors.
  • Note that the syllabus asks for brief answers on health, education and skills.
