Entrepreneur: Meaning, Functions and Role in Economic Development (ICSE Class 10)

Updated 17 October 2026 · Fact-checked

An entrepreneur is the person who starts a business, organises land, labour and capital, takes the major decisions and bears the risk of loss. His main functions are initiating, decision-making, organising and coordinating, risk-bearing and innovating. He helps economic development by forming capital, creating jobs, raising output and introducing new products and methods. His reward is profit.

The entrepreneur combines land, labour and capital through five functions, and bears the risk, so profit or loss is his reward.

Understand Functions and Role of the Entrepreneur

Meaning. The entrepreneur is the fourth factor of production. He brings an idea to life, gathers the other three factors and takes the chance that the business may fail. Reward: profit (or loss, if the business fails).

Functions.
1. Initiating: he spots a need or opportunity and decides to start a business.
2. Decision-making: what, how much, where and how to produce.
3. Organising and coordinating: he combines land, labour and capital in the right proportion and supervises their working.
4. Risk and uncertainty bearing: if the product does not sell, the loss is his.
5. Innovating: introducing new products, methods, sources of material or markets. The economist Joseph Schumpeter gave particular importance to this function.
6. Raising finance and managing the firm: arranging funds, hiring staff and keeping the firm going.

Role in economic development.

  • Capital formation: entrepreneurs invest savings in factories.
  • Employment: new firms hire workers and also create jobs in suppliers.
  • Higher production and national income.
  • Technological progress through innovation.
  • Balanced regional development, when units are set up in backward areas.
  • Better goods for consumers through competition.
  • Exports, earning foreign exchange.

Entrepreneur versus manager. A manager is paid a salary to run a firm for the owner; the entrepreneur takes the risk and gets the profit or loss.
